The job of the headline is...
...to get prospects to read the first line of your copy.
You can write deceptive headlines to increase the readership of your copy. An example is the old classic headline "SEX" used to reach college students about their textbooks.
As it happens, that deceptive headline worked well for the target demographic (college students) because most college students are interested in both sex and in selling or buying used textbooks.
By using a deceptive or clever headline, you may get more readers, but you won't often get more sales.
Normally, your best bet is to speak to your best prospects directly. For example, if you are selling a duck, you could do a lot worse than this for your headline:
